Article 83 bis supports the structuring of cross-border air transactions by providing a mechanism to monitor the safety of an aircraft operating from a state that may be less developed. Given that many such agreements have taken place in recent years since the introduction of Article 83 bis, ICAO has published a comprehensive manual that is readily available online. The manual contains guidelines for the proper implementation of section 83 bis for increased use and more consistent application.
